項目基本情況：建引水攔河壩150延長米，開鑿1270米無壓涵洞，建前池，廠房和尾水渠，安裝三套水輪發電機組運行發電。電站裝機容量18900千瓦，設計水頭98米，設計流量22立方米/秒，年發電量10300萬千瓦/小時。項目計劃總投資3000萬美元，其中固定資產投資2600萬美元，流動資金400萬美元。資金全部由企業自籌。項目建成后，年發電量10300萬千瓦時，年銷售收入507萬美元，年實現利稅276萬美元。水電是國家提倡開發的能源，所發電量全部并入華北電網躉售，市場前景廣闊。
Fundamental Information of Project: Dam and barrage of 150 extension rice were built and non-pressure culvert of 1270m was dug. In the mean time, the forebay, workshop and tail water channel as well as three sets of hydro-generator sets were erected. The hydropower station enjoys an installed capacity of 18900kw, hydraulic head of 98m, design flow of 22 cubic meter/second and annual power generation of 103 million KW/hour. With a total investment of USD30million, the Project enjoys a fixed asset investment of USD26million and flow capital valuing at USD4million. All funds shall be collected by enterprises themselves. After completion, the Project will realize an annual electricity generation capacity of 103 million KW/hour, annual sales income of USD5.07million and annual tax payment of USD2.76million. Hydroelectricity is a kind of energy advocated by our country. All electric power obtained shall be incorporated into North China Power Grid for bulk sale. Therefore, the market future is bright.
項目建設條件：該項目位于灤平縣金溝屯鎮荒地村下游的灤河干流右岸，廠址距張百灣35千伏變電站18公里，距縣城37公里，距承德市62公里。項目建成后在張百灣變電站并網。電站為無調節徑流式水電站，站址上游水流域面積1.5萬平方公里，平均徑流量為4.54億立方米。
Construction Conditions of Project: The Project locates on the right bank of the main stream of Luanhe River on the lower reaches of Huangdi Village of Jingoutun Town, Luanping County. The factory is 18 km away from transformer station of 35KV, 37km from Luanping County, 62km from Chengde City. After completion, the power generated by the Project will be synchronized in Zhangbaiwan transformer station which is a non-regulation radial flow hydraulic power station. The river on upper reaches of the Project covers an area of 15000sqm, with an average runoff of 454 million cubic meters.
